L’iscrizione, assai frammentaria, restituisce i lacerti di un decreto in cui si sancisce l’invio di navi ateniesi in Sicilia presso l’accampamento dei generali cartaginesi Annibale e Imilcone, con i quali si sarebbe ratificato un trattato di alleanza. Nel testo del decreto, infatti, i Cartaginesi sono ricordati come benefattori e uomini benemeriti, il che lascia supporre, nonostante il silenzio delle fonti letterarie in merito, che tra le due comunità fossero intercorsi rapporti diplomatici, tra il 409 e il 407, molto probabilmente in prospettiva dell’attacco contro Siracusa che i Cartaginesi avrebbero sferrato all’inizio del 406. Per gli Ateniesi, che offrivano alla controparte la loro rete di alleanze costruita in vista della spedizione in Sicilia del 415, si sarebbe riaperta la possibilità di affermare la propria egemonia sul versante orientale dell’isola e riguadagnare terreno nello scontro con Sparta. Tali speranze, e con esse il trattato con Cartagine, ben presto naufragano a causa dell’andamento sempre più sfavorevole per Atene della guerra del Peloponneso.

| Il fr. a è stato ritrovato nell'estate del 1939; ignota la data del rinvenimento del fr. b. Il fr. a è stato rinvenuto nel corso della campagna di scavo e restauro del tempio di Atena Nike (1935-1940). Ignote sono le circostanze del ritrovamento, certamente sull'Acropoli, del fr. b. Di quest'ultimo, grazie a una annotazione di Kirchhoff (IG I Suppl. 25, nr. 116n), si sa solo che, prima di confluire nella collezione del Museo Epigrafico, era custodito "in museo societatis archaeologicae".
